Abstract:

The article seeks to describe the historical evolution and profile of applicants for the Benefit of Continued Provision of Social Assistance - BPC, intended for poor elderly and people with disabilities, which uses, since 2009, eligibility criteria based on CIF/WHO and in line with the Convention on the Rights of Persons with Disabilities. The behavior of benefits was determinedthe analysis the coefficients of the general concessions and of the non-judicial concessions between 1998 and 2014. The profile, according to situation of acceptance, age, gender and ICF components was established for the years 2010 and 2014. The average annual growth in the number of beneficiaries was higher in the period2000 to 2010, prior to the adoption of the biopsychosocial model of eligibility and the coefficient of non-judicial concessions grew until 2010, dropping below. The reason of acceptance was higher among children and among those who are facing severe or complete environmental barriers, limitations and restrictions and changes in body structure/functions. The implementation of the biopsychosocial model of evaluation did not cause an increase in the pace of concessions and the results highlighted the need for flexibility in the eligibility criteria.
